Individual and Societal Risk, A Quantitative Approach to Incorporating CSA Z662:23 Annex B Guidelines

The Canadian Standards Association standard CSA Z662:23, published in June 2023, establishes guidelines for safety measures and acceptance criteria for gas pipelines. Annex B of the standard outlines quantitative thresholds for both Individual RiskA measure of loss in terms of both the incident likelihood of occurrence and the magnitude of the consequences. (IR) and Societal Risk (SR).

While Annex B is presented as informative guidance, pipeline operators have increasingly adopted structured methodologies to evaluate safety performance and demonstrate compliance with IR and SR criteria.

This article introduces a quantitative framework for assessing both individual and societal riskA measure of loss in terms of both the incident likelihood of occurrence and the magnitude of the consequences. in gas pipeline systems, aligned with the principles and guidance set forth in CSA Z662:23 Annex B.
